Family Service Worker - WWHO/WPG

Job Summary: 

The Family Service Worker (FSW) is responsible for providing direct services to children, youth, and families within Manitoba's Child and Family Services (CFS) system. The FSW works within the framework of the CFS Manitoba Act, ensuring child protection, family support, and fostering positive outcomes for children and families. They assess the needs of families and implement appropriate interventions to support them in overcoming challenges, addressing safety concerns, and improving their overall well-being. 

Responsibilities will include, but not limited to:

  • Conduct thorough assessments of family situations, including child safety, abuse, neglect, and risk factors. 

  • Investigate child protection concerns reported by community members, schools, healthcare providers, or other service agencies. 

  • Develop and implement safety plans to protect children, involving parents, caregivers, and other relevant parties. 

  • Gather and document detailed information related to cases for reporting and case management purposes. 

  • Develop and implement case plans for families, ensuring that goals are clear, measurable, and focused on improving safety and well-being. 

  • Coordinate services and interventions with external service providers, including mental health, addictions, housing, and community-based supports. 

  • Monitor and evaluate the progress of case plans, adjusting as needed based on the family’s evolving circumstances. 

  • Provide ongoing support, counseling, and advocacy to families, helping them navigate available services and resources. 

  • Offer preventive services to families at risk of involvement with child protection services, focusing on empowering families to resolve challenges before more serious intervention is needed. 

  • Facilitate access to resources such as parenting education, financial assistance, housing support, and mental health services. 

  • Promote family unity and work towards family reunification where appropriate, prioritizing the best interests of the child. 

  • Collaborate with other professionals such as social workers, counselors, educators, healthcare providers, and law enforcement as part of multidisciplinary teams. 

  • Participate in case conferences, family meetings, and legal proceedings as necessary. 

  • Provide expert testimony in court hearings and provide written reports as required. 

  • Provide services in a culturally sensitive and inclusive manner, respecting the diversity of families and communities, including Indigenous families. 

  • Work with community-based organizations to ensure services are responsive to the unique cultural needs of families. 

  • Maintain accurate and up-to-date case files, documentation, and reports in compliance with CFS policies, procedures, and legal requirements. 

  • Prepare reports and submit case updates to supervisors and relevant agencies. 

  • Ensure confidentiality and privacy of sensitive information

Qualifications:

·        A Bachelor’s degree in Social Work (BSW) or a related field (e.g., Child and Youth Care, Psychology, Sociology). 

·        Certification with the Manitoba College of Social Workers (MCSW) is preferred. 

·        Experience working in child protection, family services, or a related social services field is preferred.

Knowledge Requirements

·       Knowledge of child development, family dynamics, and risk assessment practices. 

·       Experience working with Indigenous communities and understanding of cultural safety practices is highly desirable

·       Respect for, sensitivity towards, knowledge and understanding of Ojibway culture, traditions and teachings.

·       Knowledge of all relevant legislation, including the Employment Standards Act, Human Rights Code, Occupational Health and Safety Act and other relevant legislation design and operation of various service delivery models.

Special Skills

·       Strong assessment and intervention skills with the ability to analyze complex family situations. 

·       Ability to develop, implement, and monitor case plans in collaboration with families and other professionals. 

·       Excellent communication skills, both verbal and written, for documentation, reports, and case management. 

·       Ability to handle stressful situations, crisis management, and conflict resolution. 

·       Knowledge of the Child and Family Services Act and other relevant legislation. 

·       Full-time position with a requirement for flexible hours, including evening or weekend shifts as needed. 

·       Involves traveling within the community and sometimes to remote or rural areas. 

·       Exposure to challenging and sometimes high-risk situations, requiring emotional resilience and the ability to maintain professional boundaries. 

·       Must have a valid driver's license and access to a vehicle. 

·       Criminal background check and child abuse registry check are required. 

·       Commitment to ongoing professional development and training. 

·       The ability to understand and speak Ojibway is a definite asset.
