Director of Human Resources

Reporting to the Executive Director as a member of the Senior Management team. The Director of Human Resources will develop human resources strategies and interventions that drive child and family services performance. The Director will manage a team of human resources professionals and ensure that the team provides high- quality service to the whole agency. The Director will ensure the effective operation of the Human Resources department within approved budgets and provide overall direction related to the department in alignment with the organization’s mission, vision, values and strategic priorities as set by the Board of Directors and Executive Director.

Key Job Functions

The Human Resources Director is responsible for planning and leading the human resources department and its hiring protocols. Their primary responsibilities include planning personnel requirements, recruiting new employees, and assigning each personnel member appropriate payment and benefit options.

Planning, Development and Implementation:

  • Ensure the development and implementation of plans, policies, procedures and practices.

  • Collaborate with the Senior Management Team in building a solid service vision based on the Agency’s mission, vision, values, strategic directions and service model.

  • Collaborate with the Senior management team to ensure the development of standards, policies and procedures consistent with the Agency’s mission, vision and values and comply with the government directions and all relevant legislation.

  • Collaborate with the Senior management team in developing the Agency’s strategic plan, annual service plan, financial plans and funding submissions.

  • Attending Personnel Committee meetings, providing information on human resource areas and acting as a resource to facilitate decision-making.

  • Ensure human resource services are delivered within the parameters of the approved budget.

  • Monitor trends and ensure analysis and reporting on human resource data, volume projections and statistics.

  • Encourage the development of sound research initiatives and improve human resource planning to ensure new human resources align with community expectations and needs and comply with provincial standards, legislative requirements and the agency’s strategic imperatives.

  • Develop and recommend policies and procedures which reflect the cultural customs and traditions of Waywayseecappo for the delivery of human resources and ensure cultural competence.

  • Develop and recommend policies, procedures and training programs to promote the bi-cultural competence of staff and ensure client access to cultural healing services and the effective integration of contemporary and traditional helping methods reflective of the agency’s cultural services manual.

  • Support Waywayseecappo First Nation in planning for new or adapted services to address identified community needs and report plans and recommendations to the Agency’s Executive Director.

  • Oversee internal audit reviews and report on such to the Executive Director and the Board of Directors when needed.

  • Assist in developing processes related to Waywayseecappo CFS’s status as mandated agency legislation.

  • Develop a human resource plan to lead using proactive planning, effective leadership and management support to assist in transitioning to a protection-mandated agency.

  • Ensure the development of progressive human resource policies, procedures, guidelines, standards, workload distribution, and measurement to support human resource quality.

  • Monitor programs and performance against established internal and external benchmarks.

  • Act on behalf of the Executive Director as required and represent Waywayseecappo CFS at committees, Boards and community events as assigned.

  • Develop linkages within the broader Aboriginal context, including on and off-reserve communities and service representatives.

  • Establish a regular schedule and method for auditing and monitoring all human resource activities.

  • Planned, developed, administered, and participated in special projects assigned by the Executive Director.

Human Resource Management:

  • Provide guidance, direction and support to Human Resource department staff.

  • Provide leadership, guidance, support, and direction regarding human resources to the Protection and Resource Managers and their teams to ensure understanding and alignment with organizational values, goals, and priorities.

  • Collaborate and provide guidance, direction and support to Protection and Resource Managers in the selection, hiring, corrective action, termination and performance management processes.

  • Liaise with government and community organizations, participate in external committees to facilitate open communication and identify opportunities for increased collaboration and partnerships.

  • Respond to public relations and media issues and assignments as requested by the Executive Director.

  • Establish effective working relationships with each office location’s leadership, administrative and program staff, with the people living off-reserve and other organizations.

  • Develop an efficient and realistic reporting format to ensure accountability to the Chief, Council, and community members.

  • Negotiate human resource protocols to ensure effective communication and service coordination between external agencies.

  • Assist the Executive Director in finalizing community service agreements between community service providers and Waywayseecappo CFS to support the integration of services.

  • Collaborate with the community to develop community development project proposals which:

  • Assist in identifying strategies for enhancing human resources and systems.

  • Will result in more effective human resources for community members.

  • Assist Protection and Resource Managers, the Child Welfare Committee and other community-based committees in seeking approval for development projects with the Chief and Council.

    Administrative and Reporting:

  • Complete administrative duties as required.

  • Implement the annual Human Resources and Administration Plan and ensure the Agency operates within approved budget limits.

  • Develop and maintain a detailed work plan of human resources activities.

  • Develop, review and implement human resource policies and procedures with the Senior Management and Services teams and present any recommended changes to the Personnel Committee for approval.

  • Prepare analysis, reports, briefing notes and correspondence as required.

  • Act as a liaison between the Executive Director and agency staff.

  • Ensure confidentiality and safekeeping of all Agency documents and records.

  • Develop and maintain accurate, up-to-date and concise work files.

  • Work in compliance with the Occupational Health and Safety Act and other applicable legislation.

  • Prepare and submit monthly reports, attendance reports and travel expense claims.

  • Follow the Agency’s human resources, financial and other policies and procedures in performing duties.

Other Duties:

Qualifications

Minimum Education

  • University-level degree in the relevant study area or an equivalent combination of education and experience.

  • Designation as a Certified Human Resources Professional.

    Minimum Experience

  • Ten (10) years of human resources experience within First Nation communities.

  • Five (5) years of direct management and administration experience within a social service context, preferably in child welfare protection.

  • Experience working within culturally appropriate service models for First Nations people.

  • Experience working with Elders, Healers and contemporary helpers.

Knowledge Requirements

  • Knowledge of Waywayseecappo CFS programs and services

  • Respect for, sensitivity towards, knowledge and understanding of Ojibway culture, traditions and teachings.

  • Knowledge of First Nation service delivery, customs and traditions in responding to child welfare.

  • Knowledge of all relevant legislation, including the Manitoba Child& Family Services Act, Employment Standards Act, Human Rights Code, Occupational Health and Safety Act and other relevant legislation design and operation of various service delivery models.

  • Must provide an explicit Police Records Check with a Vulnerable Sector Check.

  • Must have a Class 5 Manitoba License, access to a vehicle and the ability to travel.

  • Must have $1M automobile insurance coverage.
